No, and nobody honestly can. Sanction depends on the lender's credit policy, your income, your obligations, your credit history and the security offered. What we can do is make sure the application is complete and accurate, and tell you plainly if it looks unlikely.
The rate is set by the lender for your profile at the time of sanction, and it changes. We do not quote rates. We do help you read the sanction letter so you understand the rate, tenure, charges and conditions before you sign.
